Lahore, July 1, 2026: The All Pakistan Outdoor Advertisers Association (APOAA), under the sponsorship of its Founder & Chairman Mian Muhammad Rafique, supported the launch ceremony of the second edition of the book LDA Rules & Regulations authored by Supreme Court Advocate and Senior Legal Advisor of the Lahore Development Authority (LDA), Sahabzada Muzaffar Ali, at the Lahore High Court.
The ceremony was attended by Director General LDA Tahir Farooq as the chief guest, along with retired judges, senior advocates, office-bearers of various bar associations, members of the Pakistan Bar Council, legislators, and a large number of members of the legal fraternity.
The participants commended Sahabzada Muzaffar Ali for his valuable contribution to legal scholarship and congratulated him on the publication of the book's second edition. Speakers described the publication as a comprehensive reference on LDA rules and regulations that will serve as a valuable resource for young lawyers, legal professionals, and the public.
Speaking on the occasion, DG LDA Tahir Farooq termed the book an authoritative compilation of LDA laws and regulations, adding that stronger coordination between the judiciary and the LDA ultimately benefits the public.
APOAA expressed its appreciation to all distinguished guests for making the event a success and reaffirmed its commitment to supporting initiatives that promote legal awareness and professional excellence.

گوجرانوالہ اور گجرات کے آؤٹ ڈور ایڈورٹائزرز نے آل پاکستان آؤٹ ڈور ایڈورٹائزرز ایسوسی ایشن (APOAA) کی قیادت پر مکمل اعتماد کا اظہار کرتے ہوئے باہمی تعاون، پیشہ ورانہ ہم آہنگی، ضابطۂ اخلاق کے فروغ اور صنعت کی ترقی کے لیے مفاہمتی یادداشتوں (MoUs) پر دستخط کیے۔
اس موقع پر APOAA کے وفد کی قیادت بانی و چیئرمین میاں محمد رفیق کر رہے تھے جبکہ وفد میں سینئر وائس چیئرمین میاں نعیم تاج، سینئر ایگزیکٹو ممبر عمران جعفری اور ایگزیکٹو ممبر عرفان خواجہ ڈار شامل تھے۔
گوجرانوالہ کے آؤٹ ڈور ایڈورٹائزرز نے APOAA کے وفد کا پرتپاک استقبال کیا۔ میزبان وفد کی قیادت جناب نیاز احمد (صدر گوجرانوالہ آؤٹ ڈور ایڈورٹائزنگ ایسوسی ایشن) نے کی۔ اس موقع پر فرخ ندیم بھنڈر، طیب بٹ، محمد آصف، زاہد مغل، عمر دین، ندیم صاحب، ولید، خرم شہزاد، ایم سرفراز، اور فاروق صاحب سمیت دیگر معزز شخصیات موجود تھیں۔
اسی طرح گجرات آؤٹ ڈور ایڈورٹائزنگ ایسوسی ایشن نے بھی APOAA پر اپنے بھرپور اعتماد کا اظہار کرتے ہوئے مفاہمتی یادداشت پر دستخط کیے۔ گجرات کی جانب سے صدر شہباز دوگائی نے دستخط کیے۔ گجرات کی نمائندگی ہارون شاہ، ندیم صاحب، ملک عصمت، اور کامران گمن نے کی۔
دونوں شہروں کے نمائندگان نے اس عزم کا اعادہ کیا کہ باہمی اتحاد، نظم و ضبط اور مشترکہ کاوشوں کے ذریعے آؤٹ ڈور ایڈورٹائزنگ انڈسٹری کو مزید مضبوط اور منظم بنایا جائے گا۔

آل پاکستان آؤٹ ڈور ایڈورٹائزرز ایسوسی ایشن (APOAA) نے بجٹ سفارشات کے لیے 5 رکنی کمیٹی تشکیل دے دی
چیئرمین APOAA میاں محمد رفیق کی جانب سے لکھے گئے ایک خط میں ملک بھر کے تمام آؤٹ ڈور میڈیا مالکان اور مقامی ایسوسی ایشنز سے اپیل کی گئی ہے کہ انڈسٹری میں وفاقی سطح کے مسائل کو لے کر اپنی تجاویز باقاعدہ تحریر کے ذریعے APOAA کو 5 جون تک ارسال کر دیں۔
چیئرمین APOAA نے ملک بھر کے ایڈورٹائزرز کا شکریہ ادا کرتے ہوئے کہا کہ 40 سال بعد ایسا موقع آیا ہے کہ آؤٹ ڈور ایڈورٹائزرز کو حکومتِ پاکستان نے پالیسی سازی میں اپنی سفارشات دینے کے لیے بلایا ہے۔ لہذا ہر ایڈورٹائزر سے کھلے دل سے اپیل ہے کہ آگے بڑھ کر انڈسٹری کی ترقی اور فلاح میں اپنا حصہ ڈالیں۔
40 سالہ آؤٹ آف ہوم انڈسٹری کو پہلی بار قومی بجٹ سازی میں باضابطہ نمائندگی مل گئی
تاریخی پیش رفتاسلام آباد: پاکستان کی 40 سال سے زائد پرانی آؤٹ آف ہوم (Out of Home) ایڈورٹائزنگ انڈسٹری کے لیے ایک تاریخی اور یادگار لمحہ اُس وقت رقم ہوا جب وفاقی حکومت نے آل پاکستان آؤٹ ڈور ایڈورٹائزرز ایسوسی ایشن (APOAA) کو مالی سال 2026-27 کے وفاقی بجٹ کے لیے بطور اسٹیک ہولڈر اپنی سفارشات اور تجاویز پیش کرنے کی باضابطہ دعوت دے دی۔
یہ صرف ایک دعوت نہیں بلکہ اُن ہزاروں افراد اور کاروباری اداروں کی محنت، شناخت اور وقار کا اعتراف ہے جو گزشتہ چار دہائیوں سے پاکستان کی معیشت، کاروبار اور تشہیری شعبے کا اہم ستون رہے ہیں۔ پہلی مرتبہ آؤٹ آف ہوم ایڈورٹائزنگ انڈسٹری کو یہ اعزاز حاصل ہوا ہے کہ حکومت نے اسے پالیسی سازی کے عمل میں شریک کرتے ہوئے اُس کی آواز کو قومی سطح پر سنا جانے کا حق دیا ہے۔
ماہرین کے مطابق یہ پیش رفت اس صنعت کی محض پہچان نہیں بلکہ اس کے وقار، اعتماد اور اہمیت کا سرکاری اعتراف بھی ہے۔ برسوں سے ایڈورٹائزرز کا یہ خواب تھا کہ ان کے مسائل، تجاویز اور تجربات اُن ایوانوں تک پہنچیں جہاں قومی معاشی پالیسیاں تشکیل دی جاتی ہیں۔ آج یہ خواب حقیقت کا روپ دھار چکا ہے۔
اس موقع پر APOAA کے بانی و چیئرمین نے اپنے بیان میں کہا کہ یہ کامیابی کسی ایک فرد کی نہیں بلکہ پورے ملک کے ایڈورٹائزرز، ایسوسی ایشن کی ٹیم اور اُن تمام ساتھیوں کی مشترکہ جدوجہد کا نتیجہ ہے جنہوں نے صنعت کو ایک منظم اور باوقار شناخت دلانے کے لیے مسلسل کوششیں کیں۔
انہوں نے مزید کہا کہ اب وقت آ گیا ہے کہ آؤٹ آف ہوم انڈسٹری اپنے مستقبل سے متعلق فیصلوں میں فعال کردار ادا کرے اور اپنی ترقی، سرمایہ کاری اور روزگار سے متعلق تجاویز خود مرتب کرکے حکومت تک پہنچائے۔
چیئرمین APOAA نے ملک بھر کی تمام مقامی ایسوسی ایشنز، علاقائی تنظیموں اور انفرادی ایڈورٹائزرز سے اپیل کی ہے کہ وہ 5 جون تک اپنے مفید مشورے اور سفارشات APOAA کو ارسال کریں تاکہ صنعت کی اجتماعی آواز کو قومی بجٹ سازی کے عمل میں مؤثر انداز میں شامل کیا جا سکے۔
آؤٹ آف ہوم ایڈورٹائزنگ انڈسٹری کے حلقوں کا کہنا ہے کہ یہ پیش رفت آنے والے برسوں میں صنعت کے لیے نئی راہیں کھولے گی اور پاکستان میں تشہیری شعبے کو مزید منظم، مستحکم اور بااختیار بنانے میں سنگِ میل ثابت ہوگی۔

The All Pakistan Outdoor Advertisers Association (APOAA) delegation, led by Founder & Chairman, Mian Muhammad Rafique, visited the Apollo Advertising Office in Peshawar, where they were warmly received by Abdul Rashid Khan, CEO Apollo Advertising, with traditional hospitality.

LCCI Honors APOAA for Outstanding Campaign at Lahore Shopping Festival 2026

Lahore Chamber of Commerce and Industry (LCCI) has honored All Pakistan Outdoor Advertisers Association (APOAA) with an honorary shield in recognition of its outstanding media campaign for the Lahore Shopping Festival and the Padel Tournament.
The honorary shield was presented by LCCI President Faheem ur Rehman Sehgal to APOAA Chairman Mian Muhammad Rafique during the closing ceremony of the festival. The colorful event was attended by former LCCI President Mian Anjum Nisar as the chief guest.
Speaking on the occasion, Faheem ur Rehman Sehgal described APOAA as an integral part of the Lahore Chamber and appreciated the role of outdoor advertisers in supporting industry and commerce. He stated that the advertisers associated with APOAA are among the key contributors to the business community and play an important role in promoting commercial activities.

APOAA Delegation Visits Khyber Pakhtunkhwa; MOU Signed for Expansion

An APOAA delegation visited Khyber Pakhtunkhwa, where an MOU was signed for the inclusion of all outdoor advertisers of the province into the All Pakistan Outdoor Advertisers Association (APOAA).
The APOAA delegation was led by Founder & Chairman Mian Muhammad Rafique, accompanied by Senior Vice Chairman Mian Naeem Taj and Sr. Executive Members Imran Jaffery and Executive Member Irfan Khawar Dar. The delegation received a warm welcome in accordance with traditional Pashtun culture. Founder & Chairman Mian Muhammad Rafique was honored with a traditional turban ceremony and presented with gifts as a mark of respect.
The delegation was hosted by Rahat Khan, President of the KPK Association, along with his son Junaid Khan, Director of RACO and Executive Member of APOAA.
During the visit, the APOAA delegation explained in detail its efforts and the significance of taking the outdoor advertising industry to the federation level. The advertisers of KPK expressed their satisfaction over the formation of APOAA and stated that such unity was greatly needed.
On this occasion, APOAA Founder & Chairman Mian Muhammad Rafique thanked the KPK advertisers and said that APOAA is a family, and Khyber Pakhtunkhwa is the first place in Pakistan where he came to build this family.

LCCI Appoints Imran Jafri as Convener

Lahore Chamber of Commerce & Industry (LCCI) has appointed Mr. Imran Jafri, Senior Executive Member of All Pakistan Outdoor Advertisers Association (APOAA), as the Convener of its Standing Committee on the recommendation of Founder and Chairman Mian Muhammad Rafique.
During a formal ceremony held at Lahore Chamber, Faheem ur Rehman Sehgal and Adviser to CM Punjab, Ali Dar officially nominated Mr. Imran Jafri as Convener through a formal appointment letter in the presence of an APOAA & LCCI delegation.
The event was also attended by renowned businessman and former LCCI President Mian Anjum Nisar, along with former LCCI Presidents Mian Rahat and Muhammad Ali Mian. Prominent political and business figure Zeeshan Sohail Malik was also present.

President of Lahore Chamber of Commerce & Industry, Mr. Faheem Ur Rehman Saigal, warmly welcomed the APOAA delegation, which was led by Founder & Chairman APOAA, Mian Muhammad Rafique.
During the meeting, Founder & Chairman APOAA held a detailed discussion regarding the vision and objectives of the association. Members of the APOAA delegation highlighted key issues faced by the Out-of-Home (OOH) advertising industry, including taxation, consultation in government policymaking, and securing proper recognition of the industry at the federation level.
Founder & Chairman APOAA reaffirmed the association’s commitment to addressing these issues through dedicated committees and utilizing the Chamber’s platform to effectively resolve advertisers’ concerns. LCCI & APOAA Strategic Collaboration

The Lahore Chamber of Commerce & Industry (LCCI) and the All Pakistan Outdoor Advertisers Association (APOAA) have agreed to strengthen mutual cooperation and collaboration in order to promote the interests of the outdoor advertising industry.
The President of LCCI, Mr. Faheem-ur-Rehman Sehgal, hosted a lunch in honor of APOAA Founder and Chairman Mian Muhammad Rafique and his delegation. An eight-member delegation of APOAA, led by Founder and Chairman Mian Muhammad Rafique met and held detailed discussions with the LCCI leadership.
During the meeting, President LCCI appreciated the formation, vision, and commitment of APOAA. He commended the efforts of Founder and Chairman Mian Muhammad Rafique and assured full support from LCCI, stating that the Chamber stands ready to cooperate with APOAA at all times.
Founder and Chairman APOAA, Mian Muhammad Rafique, expressed his gratitude and reaffirmed APOAA’s commitment to working closely with LCCI. He emphasized that the outdoor advertising industry considers itself an integral part of the Chamber, and that all key interests of the sector are closely linked with LCCI, making their protection and promotion essential.
Both sides also agreed, in principle, to sign a Memorandum of Understanding (MoU) to formalize and further strengthen cooperation between the two organizations.
Tribute to CDF & PM for Diplomacy

APOAA is tributing to CDF & PM for their wonderful Diplomacy.
In line with its vision, APOAA has reached an understanding to enhance mutual cooperation with the Defence Housing Authority (DHA).
Founder and Chairman Mian Muhammad Rafique, along with his delegation, met with Brigadier (R) Atta ur Rahman, Executive Director Marketing & Sales of DHA. During the meeting, the Founder and Chairman provided a brief introduction of the association and assured full cooperation with DHA.
The APOAA delegation further briefed the formation and objectives of the association, noting that APOAA has been established with a federal-level mandate for Pakistan, as previously only local and provincial-level associations were operating, which lacked sufficient authority and impact.
The Executive Director highlighted various vacant sites across different sectors of DHA and stated that while they are not in favor of installing billboards everywhere, innovative ideas would be welcomed—provided that the aesthetic beauty of DHA is maintained.
Additionally, the Executive Director requested APOAA to support in the recovery of funds from registered advertisers. In response, the APOAA delegation assured full cooperation upon receiving the necessary details for recovery.
Karachi Media Owners Delegation Visit
Delegation Update
A delegation of leading media owners from Karachi visited the APOAA office, congratulating Chairman Mian Rafique on the establishment of All Pakistan Outdoor Advertising Association (APOAA) and extending an invitation for him to visit Karachi.
The primary purpose of the advertisers’ visit was to offer condolences on the passing of Chairman Mian Rafique’s son, the late Hafiz Owais. After a prayer for the departed soul, the media owners engaged in an open discussion regarding the formation of APOAA. Chairman APOAA and his team responded to their queries in detail, particularly highlighting the registration with DGTO and the significance and effectiveness of APOAA at the federal level.
The distinguished media owners from Karachi expressed strong support for the establishment of an association like APOAA and showed satisfaction with the efforts of Mian Rafique. They formally invited him, along with his executive members, to visit Karachi. In response, the Chairman APOAA thanked the Karachi delegation and assured them that a visit to Karachi would be scheduled soon.

Senior members of the industry participated in the MYB OOH Media Awards unveiling 2026 ceremony held at the Lahore Chamber of Commerce and Industry. The event was organized by MYB’s Chaudhry Irfan Yousaf and Chaudhry Imran. Distinguished guests included APOAA Chairman Mian Muhammad Rafique, senior leader Imran Jaffery, senior advertiser Chaudhry Liaquat, Nisar Ahmed (former Ad King), and Sharif Sahib (Master Publicity).
The primary objective of the event was to honor and recognize the pioneers, senior members, and emerging advertisers of the OOH industry, while appreciating their contributions. Industry pioneer advertiser Imran Jaffery, in his speech, stated that 25 to 30 years ago, they had worked to bring respect to this industry, but there were always some gaps. However, with the establishment of APOAA and the leadership of Mian Muhammad Rafique, those gaps have now been effectively addressed.
APOAA Executive Member Fahad Sheikh said that digital media is overtaking traditional newspapers and TV channel advertising, but outdoor media is set to become a central pillar of advertising in the near future. Therefore, the responsibility of APOAA is becoming even greater. He also announced that APOAA membership has officially begun and invited all stakeholders, along with district and provincial associations, to join.
In his closing remarks, the Chairman of APOAA expressed special thanks to MYB for their warm hospitality and affirmed that APOAA will stand shoulder to shoulder with all associations and advertisers whenever needed.
APOAA and Lahore Press Club agree to enhance mutual cooperation...
APOAA’s Senior Vice Chairman Mian Naeem Taj and Media Executive Nadeem Zaeem visited the club on the invitation of Lahore Press Club President Mr. Arshad Ansari . During the visit, Mian Naeem briefed him in detail about the formation and vision of APOAA and invited him to attend the upcoming general meeting.
President of Lahore Press Club, Arshad Ansari, acknowledged APOAA and outdoor advertising as an important part of the media and assured full cooperation in every possible way. The President of Lahore Press Club stated that APOAA will not be left alone in any difficult situation. He further said that the current body of the Press Club will stand shoulder to shoulder with APOAA everywhere for the betterment of the outdoor industry.
APOAA Group Insurance Initiative
Welfare Update
Welfare Launch: APOAA has started the process of regular group insurance to protect the future of the working class Labours of the outdoor advertising industry through State Life Corporation of Pakistan. In this regard, a meeting of the Executive Committee was held under the chairmanship of the Association with representatives of State Life Corporation of Pakistan in which various insurance policies were observed.
Phased Implementation: Initially some labours will be insured in beginning, who will be selected on the recommendation of APOAA members. Then, expanding its scope, this facility will be provided to all labours through the concerned advertiser. The insurance will be fully paid from APOAA funds.
Strategic Approval: The Executive Committee members approved the purchase of the insurance policy and paid tribute to the Chairman Association for presenting this great idea. On this occasion, Chairman Mian Muhammad Rafique said that the association's policies will start with the welfare of small workers (labours) and its fruits will be delivered to the owners.
Nationwide Collaboration: Senior Vice Chairman Mian Muhammad Naeem Taj stressed on convening a grand meeting as soon as possible in view of the country's situation, in which esteemed members from across the country will be invited. Vice Chairman Mohsin Perviaz Siddique also fully supported this.
Committee Formation: In today's meeting, a three-member committee was formed to finalize preparations, which includes Secretary General Arfan Khawar Dar, Media Executive Nadeem Zaeem, and Coordinator Mian Amanullah.

APOAA Senior Vice Chairman Mian Muhammad Naeem Taj visited senior political leader and former Federal Minister Khawaja Saad Rafique to inquire about his health following a recent heart stent procedure.
During the visit, Mian Naeem Taj conveyed warm wishes and prayers from the leadership and members of the All Pakistan Outdoor Advertisers Association (APOAA) for Mr. Rafique’s swift recovery and continued wellbeing.
He also briefed Mr. Rafique about the formation, objectives, and mission of the association, highlighting the importance of the outdoor industry in the national media landscape.
APOAA First Executive Body Meeting
Inauguration
The executive body meeting of All Pakistan Outdoor Advertisers Association (APOAA) was held at its head office DHA Lahore, presided over by Chairman Mian Muhammad Rafique.
The association has officially registered with the Directorate General Trade Organization (DGTO), following the mission of "One Voice One Vision" to bring the OOH industry to international standards.
Chairman Rafique emphasized that the top priority is providing equal business opportunities to all members, and expressed special thanks to President Amir Siddiqui for traveling from Karachi to attend. The meeting concluded with the formal inauguration of the association's head office.
