APOAA and LCCI Sign Historic MoU
MoU Update








All Pakistan Outdoor Advertisers Association (APOAA) and the Lahore Chamber of Commerce & Industry (LCCI) signed a Memorandum of Understanding (MoU) to enhance mutual cooperation. President of Lahore Chamber of Commerce & Industry, Mr. Faheem Ur Rehman Saigal, warmly welcomed the APOAA delegation, which was led by Founder & Chairman APOAA, Mian Muhammad Rafique.
During the meeting, Founder & Chairman APOAA held a detailed discussion regarding the vision and objectives of the association. Members of the APOAA delegation highlighted key issues faced by the Out-of-Home (OOH) advertising industry, including taxation, consultation in government policymaking, and securing proper recognition of the industry at the federation level.
Founder & Chairman APOAA reaffirmed the association’s commitment to addressing these issues through dedicated committees and utilizing the Chamber’s platform to effectively resolve advertisers’ concerns. In addition to strengthening mutual cooperation between LCCI and APOAA, both sides also signed an MoU for collaborative promotional campaigns for the Lahore Shopping Festival 2026 and a Padel Tournament.
Following the meeting, LCCI President Faheem Ur Rehman Saigal stated that the outdoor advertising industry had long needed a representative body like APOAA to help resolve its issues. He assured that LCCI would always stand alongside APOAA whenever support is needed.

Renowned prominent social figure Choudhry Abbas Ali Chadhar visited the headquarters of the All Pakistan Outdoor Advertisers Association (APOAA), where he met with Chairman Mian Muhammad Rafique.

LCCI & APOAA Strategic Collaboration

The Lahore Chamber of Commerce & Industry (LCCI) and the All Pakistan Outdoor Advertisers Association (APOAA) have agreed to strengthen mutual cooperation and collaboration in order to promote the interests of the outdoor advertising industry.
The President of LCCI, Mr. Faheem-ur-Rehman Sehgal, hosted a lunch in honor of APOAA Founder and Chairman Mian Muhammad Rafique and his delegation. An eight-member delegation of APOAA, led by Founder and Chairman Mian Muhammad Rafique met and held detailed discussions with the LCCI leadership.
During the meeting, President LCCI appreciated the formation, vision, and commitment of APOAA. He commended the efforts of Founder and Chairman Mian Muhammad Rafique and assured full support from LCCI, stating that the Chamber stands ready to cooperate with APOAA at all times.
Founder and Chairman APOAA, Mian Muhammad Rafique, expressed his gratitude and reaffirmed APOAA’s commitment to working closely with LCCI. He emphasized that the outdoor advertising industry considers itself an integral part of the Chamber, and that all key interests of the sector are closely linked with LCCI, making their protection and promotion essential.
Both sides also agreed, in principle, to sign a Memorandum of Understanding (MoU) to formalize and further strengthen cooperation between the two organizations.

APOAA is tributing to CDF & PM for their wonderful Diplomacy.
In line with its vision, APOAA has reached an understanding to enhance mutual cooperation with the Defence Housing Authority (DHA).
Founder and Chairman Mian Muhammad Rafique, along with his delegation, met with Brigadier (R) Atta ur Rahman, Executive Director Marketing & Sales of DHA. During the meeting, the Founder and Chairman provided a brief introduction of the association and assured full cooperation with DHA.
The APOAA delegation further briefed the formation and objectives of the association, noting that APOAA has been established with a federal-level mandate for Pakistan, as previously only local and provincial-level associations were operating, which lacked sufficient authority and impact.
The Executive Director highlighted various vacant sites across different sectors of DHA and stated that while they are not in favor of installing billboards everywhere, innovative ideas would be welcomed—provided that the aesthetic beauty of DHA is maintained.
Additionally, the Executive Director requested APOAA to support in the recovery of funds from registered advertisers. In response, the APOAA delegation assured full cooperation upon receiving the necessary details for recovery.
Karachi Media Owners Delegation Visit
Delegation Update





A delegation of leading media owners from Karachi visited the APOAA office, congratulating Chairman Mian Rafique on the establishment of All Pakistan Outdoor Advertising Association (APOAA) and extending an invitation for him to visit Karachi.
The primary purpose of the advertisers’ visit was to offer condolences on the passing of Chairman Mian Rafique’s son, the late Hafiz Owais. After a prayer for the departed soul, the media owners engaged in an open discussion regarding the formation of APOAA. Chairman APOAA and his team responded to their queries in detail, particularly highlighting the registration with DGTO and the significance and effectiveness of APOAA at the federal level.
The distinguished media owners from Karachi expressed strong support for the establishment of an association like APOAA and showed satisfaction with the efforts of Mian Rafique. They formally invited him, along with his executive members, to visit Karachi. In response, the Chairman APOAA thanked the Karachi delegation and assured them that a visit to Karachi would be scheduled soon.
MYB OOH Media Awards 2026

All stakeholders of the Out-of-Home (OOH) industry expressed their full confidence in the All Pakistan Outdoor Advertising Association (APOAA). Senior members of the industry participated in the MYB OOH Media Awards unveiling 2026 ceremony held at the Lahore Chamber of Commerce and Industry. The event was organized by MYB’s Chaudhry Irfan Yousaf and Chaudhry Imran. Distinguished guests included APOAA Chairman Mian Muhammad Rafique, senior leader Imran Jaffery, senior advertiser Chaudhry Liaquat, Nisar Ahmed (former Ad King), and Sharif Sahib (Master Publicity).
The primary objective of the event was to honor and recognize the pioneers, senior members, and emerging advertisers of the OOH industry, while appreciating their contributions. Industry pioneer advertiser Imran Jaffery, in his speech, stated that 25 to 30 years ago, they had worked to bring respect to this industry, but there were always some gaps. However, with the establishment of APOAA and the leadership of Mian Muhammad Rafique, those gaps have now been effectively addressed.
APOAA Executive Member Fahad Sheikh said that digital media is overtaking traditional newspapers and TV channel advertising, but outdoor media is set to become a central pillar of advertising in the near future. Therefore, the responsibility of APOAA is becoming even greater. He also announced that APOAA membership has officially begun and invited all stakeholders, along with district and provincial associations, to join.
In his closing remarks, the Chairman of APOAA expressed special thanks to MYB for their warm hospitality and affirmed that APOAA will stand shoulder to shoulder with all associations and advertisers whenever needed.

APOAA and Lahore Press Club agree to enhance mutual cooperation...
APOAA’s Senior Vice Chairman Mian Naeem Taj and Media Executive Nadeem Zaeem visited the club on the invitation of Lahore Press Club President Mr. Arshad Ansari . During the visit, Mian Naeem briefed him in detail about the formation and vision of APOAA and invited him to attend the upcoming general meeting.
President of Lahore Press Club, Arshad Ansari, acknowledged APOAA and outdoor advertising as an important part of the media and assured full cooperation in every possible way. The President of Lahore Press Club stated that APOAA will not be left alone in any difficult situation. He further said that the current body of the Press Club will stand shoulder to shoulder with APOAA everywhere for the betterment of the outdoor industry.





APOAA Group Insurance Initiative
Welfare Update




Welfare Launch: APOAA has started the process of regular group insurance to protect the future of the working class Labours of the outdoor advertising industry through State Life Corporation of Pakistan. In this regard, a meeting of the Executive Committee was held under the chairmanship of the Association with representatives of State Life Corporation of Pakistan in which various insurance policies were observed.
Phased Implementation: Initially some labours will be insured in beginning, who will be selected on the recommendation of APOAA members. Then, expanding its scope, this facility will be provided to all labours through the concerned advertiser. The insurance will be fully paid from APOAA funds.
Strategic Approval: The Executive Committee members approved the purchase of the insurance policy and paid tribute to the Chairman Association for presenting this great idea. On this occasion, Chairman Mian Muhammad Rafique said that the association's policies will start with the welfare of small workers (labours) and its fruits will be delivered to the owners.
Nationwide Collaboration: Senior Vice Chairman Mian Muhammad Naeem Taj stressed on convening a grand meeting as soon as possible in view of the country's situation, in which esteemed members from across the country will be invited. Vice Chairman Mohsin Perviaz Siddique also fully supported this.
Committee Formation: In today's meeting, a three-member committee was formed to finalize preparations, which includes Secretary General Arfan Khawar Dar, Media Executive Nadeem Zaeem, and Coordinator Mian Amanullah.

APOAA Senior Vice Chairman Mian Muhammad Naeem Taj visited senior political leader and former Federal Minister Khawaja Saad Rafique to inquire about his health following a recent heart stent procedure.
During the visit, Mian Naeem Taj conveyed warm wishes and prayers from the leadership and members of the All Pakistan Outdoor Advertisers Association (APOAA) for Mr. Rafique’s swift recovery and continued wellbeing.
He also briefed Mr. Rafique about the formation, objectives, and mission of the association, highlighting the importance of the outdoor industry in the national media landscape.
APOAA First Executive Body Meeting
Inauguration













The executive body meeting of All Pakistan Outdoor Advertisers Association (APOAA) was held at its head office DHA Lahore, presided over by Chairman Mian Muhammad Rafique.
The association has officially registered with the Directorate General Trade Organization (DGTO), following the mission of "One Voice One Vision" to bring the OOH industry to international standards.
Chairman Rafique emphasized that the top priority is providing equal business opportunities to all members, and expressed special thanks to President Amir Siddiqui for traveling from Karachi to attend. The meeting concluded with the formal inauguration of the association's head office.
